Bank Announces Appointment of Deputy Governor – Operations
The Central Bank of Barbados announces the appointment of Mr. Victor Springer to the position of Deputy Governor – Operations.
Mr. Springer has worked with the Central Bank since 1976 and was, until recently, Director of Banking & Currency Department – a position he held for the past 28 years.
Mr. Springer holds a B.Sc. from the University of the West Indies and an M.B.A. from St. John’s University, New York.
He will have oversight responsibility for the Banking & Currency, Foreign Exchange and Export Credits Departments as well as the Accounts and Facilities Management Departments. He has in the past held management positions in two of these four departments and has considerable experience in investment management and security analysis.
He has managed the Bank’s foreign exchange portfolios (i.e. foreign reserves, sinking funds and pension funds); assisted in negotiating government foreign borrowings; advised on risk management and on portfolio management policies; monitored the cash liquidity and treasury bill operations of the banking system; and managed the issue and redemption of currency.
Mr. Springer was, until his appointment, acting in the position of Deputy Governor - Operations.
