Sadie Dixon

Secretary to the Board, Central Bank of Barbados

Sadie Dixon was appointed to the post of Bank Secretary at the Central Bank of Barbados , effective October 1, 2023.

She is a legal practitioner with over 28 years of experience. She has been called to the Bars of Barbados and the Organisation of Eastern Caribbean States. Dixon has demonstrated expertise in financial, monetary, and banking matters, legislative drafting, civil law, and probate law and practice.

She holds an LLB (Hons) from the University of the West Indies, a Certificate in Legal Education from the Hugh Wooding Law School, and a Masters of Law with Distinction from the University of Warwick in the United Kingdom. Dixon also holds a certificate in Legislative Drafting from the University of London’s Institute of Advanced Legal Studies.

Since joining the Central Bank of Barbados on December 1, 2006, Sadie has worked as Legal Officer and Legal Counsel and has served as Bank Secretary on multiple occasions. 

She has played a pivotal role in the Bank by providing comprehensive drafting services, spearheading the development of amendments to crucial legislation administered by the Bank. Notably, she was instrumental in drafting amendments to the corpus of laws connected with the global business sector in 2018 as part of a national team to ensure Barbados’ readiness to satisfy the standards of the OECD.

She was also involved in the drafting of amendments to the Financial Institutions Act, the Central Bank of Barbados (Pensions) Regulations as well as the de novo drafts of the National Payment System Act and the Central Bank of Barbados Act.

Dixon has also served as an External Examiner for the University of the West Indies’ Faculty of Law’s Masters Programme. She continues to assist in the drafting of legislation at the national level when required and is currently the lecturer of a Legal Principles Course for Barbados’ Insurance Professionals in the final quarter of each calendar year.

Dixon is passionate about central banking and the global business sector. She learnt valuable lessons about that sector from her experience as a young student with the renowned firm of Harney, Westwood and Riegels in the British Virgin Islands where she interned whilst at Law School.

Dixon currently serves as a member of the Financial Stability Board’s Cross Border Payments Data and Identifiers Working Group which continues its early work on loss of correspondent banking relations and is now focussed on cross border payments and the matters connected therewith.

She was a member of the Central Bank of Barbados’ Strategic Planning Team for seven years and she has gained useful insight into strategic planning for a large complex organisation.

Dixon is an Anglican and has over the years performed several roles within the Church. On August 2, 2021 she assumed the role of Chancellor of the Diocese of Barbados and was installed on May 7, 2023.
