Senior Central Banker Elected as VP of the Newly-Formed Caribbean Association of Debt Managers

Director acting of the Research Economic and Analysis Department, Central Bank of Barbados, Michelle Doyle-Lowe, has been elected as the Vice President of the Caribbean Association of Debt Managers (CARADEM).

This association was formed at the recently-concluded Caribbean Debt Management Forum, held in Jamaica just before the VII Annual Meeting of the Latin American and Caribbean Debt Management Specialists.

Also on the five-member Executive are Pamella McLaren, President - (Jamaica); Secretary - Marlene Jeffers (St. Kitts and Nevis); Executive Member - Francis Fontenelle (St. Lucia) and Executive Member - Patlian Johnson (British Virgin Islands).

Commenting on her election, Mrs. Doyle-Lowe said that several regional territories continue to be challenged by escalating debt levels and share a common need to enhance their core debt management functions and institutional capacity building.

To achieve these objectives debt management technicians must develop relations that augment greater information sharing and peer support -- the formation of CARADEM is one such initiative.

“I am honoured to be part of this Association, since it represents an investment towards more effective collaboration among regional specialists in tackling our varied debt management challenges,”she concluded.

The Caribbean Debt Management Forum was jointly hosted by the Caribbean Regional Technical Assistance Centre (CARTAC) and the Commonwealth Secretariat.

The meetings stressed the need to find creative initiatives to fund investment in health, education and infrastructure in order to promote growth in Caribbean economies and in turn help alleviate the debt burden.
