The Central Bank of Barbados is seeking to fill the post of Director, Management Information Systems Department.
Summary of Job
The successful candidate will be responsible for planning, implementing, managing
and overseeing the continuous modernization and adoption of Information
Technologies (IT) at the Bank. He/she will be required to bring a strong focus and
passion to accelerating digital transformation, re-skilling staff and enabling the digital
workplace that support the strategy and objectives of the Bank.
Essential Functions/Key Duties and Responsibilities
The essential functions/key duties and responsibilities will include:
- Providing strategic alignment, leadership and direction in the evaluation, development and implementation of emerging information technology across the organization, ensuring that IT strategy is closely aligned with business strategy as well as the digital transformation strategy
- Developing and evolving the Bank’s IT Enterprise Architecture and ensuring the appropriate governance, tools and expertise are in place, with an outward focus on how the Bank participates in and contributes to the new digital economy
- Developing, optimising and maintaining a robust IT infrastructure that provides the foundation and agility for digital transformation, business continuity and continuous service improvement
- Fostering effective working relationships with the business owners and leadership team as well as strategic partnerships with external IT vendors/consultants in developing an ecosystem that supports the Bank’s strategic objectives
- Overseeing the implementation of the overall IT project portfolio to deliver on the agreed key performance indicators (KPIs) and organisational change
- Identifying security threats, formulating strategies and methods to mitigate the threats. Developing and maintaining sound information security systems to ensure that the Bank’s security posture and architecture are aligned to security policies, controls, procedures and standards
- Managing the enterprise-wide information technology budget and overseeing the acquisition and lifecycle management of the Bank’s hardware and digital assets by maintaining good governance and effective controls
- Maintaining responsibility for managing and monitoring the department’s performance and for nurturing and motivating staff within the IT department, in alignment with the Bank’s strategic objectives
- Contributing to the executive management team’s effort by accomplishing any other related duties as assigned
Education/Experience
A Master’s Degree in Information Technology and seven (7) years’ relevant experience in a senior managerial IT position.
or
A Bachelor’s Degree in an Information Technology related field and ten (10) years’ relevant experience in a senior managerial IT position

- Proven strategic IT management experience
- Detailed knowledge of industry’s best practices and understanding of emerging and disruptive trends
- Brings experience and domain knowledge on how to strengthen a data driven organization by enhancing data analytics capabilities and improving data governance
- Working knowledge of Enterprise Architecture, Hybrid IT, Agile and digital workplace tools to enable modern styles, including remote work, is essential
Other - Proven leadership skills, particularly skills at influencing, leading and supporting organisational change to get value from IT
- Excellent administrative and organisational skills.

Compensation
Salary and benefits, including Group Life Insurance, Group Medical Insurance and Pension will be in accordance with the Bank’s policy.
