This study attempts to estimate nominal protection rates for a wide range of items which presently require licences to be imported. The rates capture both tariff and non-tariff effects. The outline examines what is a non-tariff barrier and the types used by Barbados; a short background on the protective regime including other types of incentives to the private sector; a theoretical exposition of nominal protection rates and issues in their estimation; a short analysis of two cases and give concluding remarks
