Career Opportunity: Deputy Director, Applications Development and Maintenance, Management Information Systems Department

The Central Bank of Barbados is seeking to fill a post of Deputy Director, Applications Development and Maintenance (ADM), Management Information Systems Department (MISD).

Job Summary

To provide leadership and managerial support to ensure operational efficiency and quality and the delivery of consistently excellent Information Technology (IT) services in all phases of designing, developing, implementing and supporting the Bank’s applications

 

Specific Job Duties and Responsibilities

  • Assist with the development of organisational strategy as it relates to enterprise applications, business analysis, business process re-engineering, business Intelligence, and program management

 

  • Assist with the development and maintenance of the framework of policies and procedures, establish metrics, key performance indicators and monitoring of all phases of the software development and maintenance life-cycle and make recommendations to ensure that standardised methods and best practices are utilised

 

  • Provide support in the administration of IT risk management systems to identify, assess, evaluate and report on emerging and other IT risks and threats to the organisation and advise on the appropriate risk mitigation approaches

 

  • Oversee the day-to-day support of the applications, including daily health checks

 

  • Consult with senior-level stakeholders across the Bank to identify business and technology needs and to optimise the use of information technology and provide input to the determination of the advisability, acquisition and use of specific software solutions

 

  • Lead software development teams and projects

 

  • Oversee the administrative operations of the department to proactively support IT service delivery and the execution of efficient and effective support functions

 

  • Ensure that all application documentation is maintained

 

  • Coordinate with management and staff in the execution of the fail-over and Disaster Recovery Plan

 

  • Assist in the management and monitoring of the department’s performance, to strengthen operational efficiency, in alignment with the Bank’s strategic objectives

 

  • Assist in the design and management of departmental budgets

 

  • Assist in the performance management and development of direct reports and provide coaching, mentoring and motivation of staff

 

  • Contribute to team effort by accomplishing any other related duties as assigned

 

Relationships

  • Establish and maintain good working relationships with members of staff, software vendors, and consultants

 

Education/Experience

  • A Master’s Degree in information technology, information systems, computer science or related field and five (5) years’ relevant experience in a senior IT supervisory position

 

OR

 

  • A Bachelor’s Degree in information technology, information systems, computer science or related field and seven (7) years’ relevant experience in an IT managerial position

 

  • Scrum Agile certification would be highly desirable

 

  • Must be knowledgeable in SDLC methodologies, dev-ops tools, source code control, and change management principles

 

  • 10 + years of experience in Technical development, Systems Analysis and Program Development with related supervisory, management and administrative experience required, experience in the central banking or financial services industry

 

  • Working knowledge of the following would be an asset:
    • IT governance frameworks such as ISO 38500, COBIT 2019, ITIL
    • Microsoft Power BI and Sharepoint
    • Central banking core applications

  • Proven leadership skills, particularly skills at influencing, leading and supporting organizational change

 

  • Excellent administrative, organisational and project management skills

 

  • Good stakeholder management skills, excellent team player and strong collaboration and interpersonal skills

 

  • Highly effective and proactive ability in both oral and written communications

 

  • Critical thinking with problem solving skills

 

  • A results orientation
