Career Opportunity: Instant Payment Services Operations Officer, Banking, Currency and Investments Department

The Central Bank of Barbados is seeking to fill a post of Operations Officer in the Instant Payment Services (IPS) Unit, Banking, Currency and Investments Department. 

Job Summary

To perform the daily operations of the IPS system and services (Business Operations Section)

Key Duties and Responsibilities:

The duties and responsibilities will be to:

Perform daily operations of the IPS system and services

  • Administer and configure the services in compliance with the defined IPS Scheme Rules and the participant agreement
  • Monitor the IPS and ensure compliance with the IPS Scheme Rules and the defined service levels
  • Communicate and coordinate with the IPS participants and other internal stakeholders (e.g. IT, RTGS Operator) and external stakeholders (e.g. Government Agencies, Stock Exchanges, etc.)
  • Monitor IPS System performance and address operational issues

Manage Participants

Onboarding and certification of new Participants into IPS

Provide Customer Support, Drive Customer (i.e. Participants) Satisfaction, and Ensure Compliance with Agreed Service Levels 

  • Provide level 1 support to IPS customers (i.e. the IPS participants) as part of the Customer Support Hub
  • Contribute to the Customer Support Hub Standard Operating Procedures (SOP)
  • Create / modify tickets including incidents and problems in compliance with agreed service levels and in compliance with the Customer Support Hub SOP
  • Escalate incidents in compliance with agreed Customer Support Standard Operating Procedures
  • Report on issues, trends of issues and ensure that proper problem management processes are followed (i.e. root cause analysis and subsequent implementation of the required corrective measures)

Perform Participant Billing:

  • Ensure payment of invoices by participants (in collaboration with the Finance and Administration team) and support reconciliation
  • Follow up on late payments

Perform Reporting and Analytics

  • Analyse usage data and generate insights for business decisions
  • Provide reports on system and participant performance
  • Identify opportunities for optimisation and growth of transaction processing volume

Monitor Participants’ Compliance with IPS Scheme Rules

  • Ensure that the IPS participants comply with the defined IPS Scheme Rules and manage violations of the IPS Scheme Rules according to the defined process including supporting IPS participants in understanding the said rules

Perform User Acceptance Testing for the IPS

  • Execute assigned test cases for IPS releases/patches 
  • Document results and raise defects

Perform Business Continuity Management

  • Follow BCP procedures during exercises/events; complete assigned validation steps and evidence capture
  • Keep abreast of the latest trends and developments in Payments and    technology
  • Build and maintain partnerships with key stakeholders
  • Provide assistance to the IPS Business Operations Team as required and provide after-hours support for the IPS
  • Participate in working groups and task teams created to collaborate with the internal and external stakeholders to achieve the objectives of the IPS Payment Services Unit
  • Contribute to harmonious and productive teamwork by accomplishing related results as required

Education/Experience:

  • At minimum a Bachelor’s Degree in Finance, Economics or Accounting or a professional qualification in Banking / payment systems or services
  • At least two (2) years' experience in a banking, payment systems and payment services environment
  • Experience in Real Time Gross Settlements (RTGS) and/or IPS systems would be an asset
