Career Opportunity: Senior Instant Payment Services/Product Development Officer, Instant Payments Systems (IPS), Services Unit, Banking, Currency and Investments Department

The Central Bank of Barbados is seeking to fill a post of Senior Instant Payment Services/Product Development Officer, in the Instant Payments Systems (IPS), Services Unit, Banking, Currency and Investments Department.

Job Summary

Assists with the provision of leadership and support to the IPS Payments Services Unit

Key Duties and Responsibilities

The duties and responsibilities will include, but will not be limited to:

  • Managing the operations of the Business and Product Development section and providing leadership, direction, advice and support
  • Building and maintaining strong relationships with existing and prospective participants, partners, vendors, and other key stakeholders
  • Conducting testing for the implementation of the IPS services and developing Business Requirements for IPS enhancements
  • Assisting in the compilation of budgets and ensuring that expenditure is in line with budget limits and financial governance
  • Measuring and monitoring the performance and outcomes of the Business and Product Development section and taking corrective action where required. This may include using various tools and metrics to track and evaluate the effectiveness of the Business and Product Development section’s activities and initiatives.
  • Keeping abreast of the latest trends and developments in payments and technology and fostering a culture of innovation, learning, collaboration, and customer satisfaction within Business and Product Development team and across the organisation
  • Preparing clear and concise reports, proposals, and policies for submission to senior management
  • Supervising, planning, and leading teams in the execution of assigned projects, assisting the IPS Business and Product Development team as required, and providing after hours support for the IPS
  • Reviewing and/or drafting guidelines, policies, procedures and reporting requirements and ensuring that they align with international standards, best practice, and the legal and regulatory framework
  • Coordinating the collection and analysis of data and information (including incidents reported and their root cause) to determine trends, issues, risks and making recommendations for enhancement to the IPS Service
  • Defining and maintaining IPS Scheme rules, ensuring that they comply with international best practices and all relevant laws. This will be done in conjunction with the IPS Service Business Operations and Oversight team.
  • Participating in committees or working groups created to collaborate with internal and external stakeholders to achieve the objectives of the IPS Payment Services Unit and representing the Unit at seminars and conferences assigned.
  • Contributing to the team effort by performing any other related duties as assigned

Relationships

Establish and maintain collaborative working relationships with senior management, department heads, staff, and external stakeholders.

Education/Experience

A Master’s Degree in Finance, Economics or Accounting or a professional qualification in banking/payment systems or services and at least three (3) years’ experience in a banking, payment systems, and payment services environment

OR

  • A Bachelor’s Degree in Finance, Economics or Accounting or a professional qualification in banking/payment systems or services and at least five (5) years’ experience in a banking, payment systems, and payment services environment
  • Experience in Real Time Gross Settlement (RTGS), Automated Clearing House (ACH), and/or IPS systems would be desirable.
