Barbados public debt and its management

In an era of stabilization policies, financial sector reforms and increasingly integrated global financial markets, debt management has become a rather complex undertaking for public officers. The debt manager’s job is made even more difficult because the literature does not provide a general framework for public officers to evaluate alternative strategies for debt management. Nevertheless, a collection of contributions by research economists over the years do provide some operational guidelines for managing public debt. This paper discusses debt management in Barbados, particularly in the post-Central Bank period. Section 2 reflects on public debt trends, reviewing the key influences on debt accumulation. Section 3 discusses some of the objectives, and main instruments for debt management in Barbados while Section 4 concludes the paper with suggestions for future debt management.
