This paper reassesses and reviews the role of Public Enterprises but strongly suggests that emphasis should be placed on reforms other than privatisation, that is, look at liberalisation efforts. It also looks at some common problems and weaknesses as well as possible causes. A suggested agenda for reform is provided. (This paper was influenced largely by a lecture attended at the IMF Institute)
