The Feasibility of Using a Basic Income Approach to Address Poverty in Barbados

A universal basic income (UBI) is a modest periodic income provided by the state to all citizens unconditionally. It is a natural extention of traditional welfare systems but avoids the negative connation normally associated with the receip of government welfare type payments or mechanisms (e.g. food stamps). This paper provides an assessment of the possibility of adopting such a mechanism in Barbados. An attempt will be made to investigate the fiscal implications of such a proposal along with the broad macroeconomic effects of such a policy.
