This paper analyzes a model of a small, developing economy seeking to transform its economic base via the invitation of foreign direct investment. This model has implications for the economies of the Caribbean consequent on the Reagan administration's Caribbean Basin Economic Recovery Act (also known as the Caribbean Basin Initiative - CBI).
